HELP HOW DO U CONVERT MP3 TO A RINGTONE?

I TRIED EVERYTHING. I DOWNLOADED THE PROGRAMS AND SWITCH THE MP3 TO WAV. FILE, BUT IT'S NOT WORKING.
SOMEONE PLEASE TELL ME HOW~

its not hard, you don't even have to change anything to the original mp3. DO NOT CONVERT IT TO WAV. wav will sound like ****... you are better off just cutting out 30 seconds of the song and down converting it to 96kbps.
