It's actually running a version of Android. It can't run Android apps, but AOSP is the basis for the OS.

There is no feature phone OS that supports AT&T's newest network requirements (such as VoLTE). It was easier for Kyocera to use and modify AOSP rather than of updating their aging feature phone OS. AOSP, in turn, required hardware specs like a Snapdragon processor and extra memory.
