Can you open the phone without answering a call? (in other words does Caller ID actually work?)

I have talked to many people with phones, Samsung included, without external displays who can't open their phone without answering it and they say that they might as well not even have Caller ID and are upset about it.

Does the Samsung SCH-A650 allow you to turn off "answer when opened" or whatever it is called so that you can actually see who is calling and decide if you need to take this call right now?

Yes you can.

Click on Menu.
Choose Setup
Choose Others
Then choose Call Answer
Select Any Key.

That allows you to open the flip phone and have the option of "Ignore" or Answer with any key to take the call.

Thanks for the response.

I downloaded the manual and it is actually the "Folder Open" option (Folder Open? Must be a translation glitch) that controls answering when opened.

Any Key does what you said above.

Here it is from the manual.
Call Answer
You can select a specific answer mode when you receive an incoming call. Your phone can be preset to answer when you do any of the following:
Ӣ SEND key: Press [picture of send button] to answer an incoming call.
Ӣ Any key: Press any key except [picture of end button] to answer an incoming call.
Ӣ Folder open: Open the flip to answer an incoming call.
