Who Makes this?
Ive heard that UT Starcom makes this phone but this says that PCD makes the device... Clarification please?

Well yes and no, UT Starcom sold off their mobile phone division to some venture dudes, they formed the PCD company.
I also heard and I sorta somewhat believe it, that the phone is made physically my HTC.

I think this one is actually made by UTStarcom. They do manufacture some phones themselves, and clearly this was in development long before the PCD spin-off / sale.

While I'm not sure of who does the fabrication. I can tell you there is a UT Starcom when you take the cover/battery combo off and it does say "Made in China".
