I noticed that this is the 2nd at&t 3G handset w/o HSDPA... wonder why 🤨 ...

Cheaper, and possibly could deal with the ban on the HSDPA chips from Qualcomm, but I could be completely wrong, feel free to correct me someone.

Nokia doesn't use Qualcomm WCDMA chipsets, I can't think of where there's come from off the top of my head, but it isn't Qualcomm.

For 3G is STMicroelectronics, they also use TI and recently partnered with Infineon
...

And AT&T isn't a CDMA network, it's GSM

Yes but they do use WCDMA chipsets, its called 3G.
