Make 3G faster?

I'm just using the web browser on V3xx. The phone is capable of 3.6 Mbps, AT&T is only using up to 1.8 Mbps on their mobile device but my paltry 132 kbps is pathetic. If BJ can get between 500-800 kbps, so should my V3xx.
