Could be several reasons, outside of an initial exclusive with Cingular there's no reason why TMobile shouldn't pick this up. I have a friend who recently bought a Treo 750 full cost had it unlocked and uses it with TMobile. Maybe they just want to stick with HTC products? Which isn't bad either.
