Palm treo 650 Cingular

I purchased a palm 650 12-06,I transfered my cingular sim card from my motorola V551 to the 650. I get better bars on the V551 than the 650, tryed to up-grade the ROM to 1.17 ver and no real improvement. How can I improve the " Fewest dropped calls" on this unit.
