LG EnV "Touch" - who is the culprit ?

Is Verizon still up to their old tricks (from 2005) where they are blocking any kind of attachment ( music/sounds) sent to my LG "Touch" phone? 😳

I received a self-sent text message with a 456 KB MP3 file attached. The text message arrived with notation "attachment removed". 👿

Is this Verizon (again) or Earthlink? Both are pointing fingers.
