The combined billing plans I know of are Total Connections or All Distance Connections.

I think this is what SBC is talking about:

Project Lightspeed is the plan for SBC companies to build a new Internet Protocol-based, fiber optics network. SBC companies will push fiber deeper into the neighborhoods, reaching more than 18 million homes by the end of 2007, offering integrated digital TV, super high-speed Internet access, and voice services.

This is FTTP, also known as fiber-to-the-prem. Comcast & others are making a bundle of dough selling broadband & cable TV, and SBC wants a piece of that action. The link in a prior post has good info.

This may lead to lower costs as broadband & cable TV providers will no longer have a monopoly raising the rates every year as they will finally have some competition. Highspeed connections are what customers want, and FTTP can do that with greater bandwidth then the DSL currently offered. Usually big cities get it first, then it works its way to outlying areas, wherever any company can get the most return for it's investment.

It doesn't do anything for your Cingular service.

The price war has been going on for a while here; both cable and DSL (SBC) have been lowering rates...and even more if you combine services into one billing.

This is probably SBC's version of Verizon's FIOS fiber optic service for the home. It was originally called FTTP (Fiber To The Premises). It is only available in a few markets such as Keller, TX. It is being rolled out in about nine states now. I live in a suburb just north of NYC and my block has already been cabled. We're just waiting until a bit later this spring for them to light up the fiber.
