Unlocking a phone

I am under the impression that after recent court cases, AT & T is obligated to unlock a phone when requested to do so. Is this correct?

Thanks!

Generally this is true after your contract has ended.

I had my phone unlocked not too long into my contract. You just need to call up international care, tell them you're traveling abroad and that the group you are going with provides you with a sim card. It took about a day or two for them to call me back.
