early upgrade merit program
im do for a upgrade in about 3-4 months but i lost my current phone and was wondering how a early upgrade would work and what is involved and if i qualify even though i dont have my current phone.

yup that is correct and you have to remain on that for at least 12 months before you can go back down.....but to get around that is myaccount

Ok say last month my accountain forgot to pay the bill but the day i found out about it i payed it does that count as a delinquency

If you dont pay it by the due date, regardless of whos fault it is then it is delinquent
...
also if i qualify what phone should i get i was thinking a lg 8300 or a chocolate

Only your primary line would be eligible for early upgrade. There is a $20 processing fee as well for early upgrades unless you are actually a MERIT customer. MERIT customers are informed of the website via mail, there is more to the MERIT program than just price plan.
