Which PDA or handset phones use this program successfully on the Verizon network, with the GPS on so it provides turn-by-turn directions?

No, from "Choose a new location" select "Current GPS position". GPS is locked out.

It was my impression that only the Blackberry Maps program was given access to the GPS. My Google Maps still only gets me within 1700-3200 meters, while Blackberry Maps and VZ Nav will get me within 10 feet or so.

Google Maps Mobile has both GPS and aGPS (My Location) The GPS is much more accurate, and is locked out to Verizon PDAs.

Live Search only uses GPS, and it fails to find the location of the Verizon PDA. You need to purchase a product from Verizon to get GPS working.
