Not that I'm aware of on the phone itself but VZW can block data for you at no cost. It will block MMS but not SMS or calls. Otherwise when I see this on the phone it's frequently hitting it by accident (make sure the internet isn't on one of your buttons and that your screen lock is on both off & on calls) or there's a third party application that is updating without your knowledge. At only 33kb, it's more likely to be an accident than update.
