PictureMail is a joke
What exactly is a waste of time about it? You select the picture, press send, choose recipient, press confirm or whatever and away it goes. If it's a non-evdo phone it takes it a few seconds to send, but it's nothing big. If it's an evdo phone it uploads in the background.

Verizon delivers the picture to your phone when you open the MMS message.
On my employer provided Sprint Blackberry, I have to go to the "You've got a picture" web site to get my pics as you described so perhaps it is the way Sprint chooses to deliver the messages.
