Verizon Wireless is convincing the little guys to build out an LTE network for them by letting them "use" the 700 MHZ spectrum.

This makes Verizon look like hero's while generating an insanely huge profit.

The point is...

They don't need to.


Government helps fund the rural build-out and Verizon "selflessly" lets them use the spectrum. VZW trades the rights to the spectrum for it's use and makes out like a bandit. It's the most brilliant use of government manipulation I've seen in a while.

Yes, probably so, unfortunately.

The LTE in Rural America program is likely a VZW Trojan horse. VZW has targeted carriers (e.g. Pioneer Wireless, Cellcom, Thumb Cellular, Bluegrass Cellular, et al.) in CMAs where VZW has no Cellular 850 MHz licenses, hence VZW has no native coverage or only minimal PCS 1900 MHz footprint. VZW leases its Upper 700 MHz C block 22 MHz spectrum to these carriers. They build out an LTE 700 overlay on their existing CDMA1X and/or GSM networks in exchange for nationwide reciprocal LTE roaming agreements with VZW. Of course, the subversive element to this is that VZW gets these rural carriers to harmonize their LTE deployments with VZ...
