FCC to Investigate BART Wireless Shutdown

Please clarify your meaning. I'm struggling to understand.

It's a felony to disrupt communications services. Last I checked, BART doesn't have the authority to do that. Imagine if everyone who didn't want people to have a voice just hampered the nation's telecommunications systems. It's really not complicated or hard to see how this actually IS a big deal.
