You are confusing Lower 700 MHz C 12 MHz licenses (which VZW is divesting as part of this transaction) with Upper 700 MHz C 22 MHz licenses (which VZW is retaining).
To determine which counties are included in the transaction, you must read the application documents on the FCC ULS. If all you did was read the FCC public notice, that was essentially just the press release.
