NC adopted this law last year "No Texting while driving Law". As an Officer and a Traffic Accident Re-constructionist, I say this is the one of the dumbest law's ever.
Pass a law making cell phone usage "Hands Free Operating" only. How many text have you sent or replied to which hand seven to eleven characters (standard phone numbers)? Its the same thing!

In Washington, operation of a cell phone without hands free while driving is illegal! Hell, having a phone in your hand and driving is a primary offence! Makes perfect sense to me!
