A company like Verizon is forcing the FCC to make changes because to bid on the spectrum that they are will be a fortune. If VZ does not get their way then obviously they probably will not bid which will bring some problems to the US Treasury. This could also be a play into Verizon’s additional tactics of complaining and threatening them to buy the spectrum and if they change, the FCC that is the rules, VZ could always bid out. Sort of like the same situation with Voda, Cingular and AT&T. Well played by Verizon.

It seems like the verizon will bid for this spectrum if the open access requirement is removed. If the open access requirement stays, then don't bid and just file suit to force the FCC to allow them access to the spectrum.

Verizon seems to have been waiting on this spectrum, part of the reason they did not bid on AWS.

Well you never know with them. Regardless, they should have gone after the AWS instead of this 700 MHz since the AWS spectrum is better in many ways than the 700 MHz. it was a horrible decision to go after a lot more of the AWS spectrum. 700 MHz does have its advantages but also has a few disadvantages. AWS is better for data than 700 MHz, but the latter is better on the voice coverage.
