Samsung is already on it. Since the update to 10, I get a notification for apps that do that. I can then choose to let it get location all the time, or just when it's running.

That’s different. That’s standard in all Android 10 phones. That’s the *app* asking *your* permission.

What’s new is that *developers* will need to ask *Google’s* permission first, before the app is even published. Only then will the app be able to ask your permission, as it does today (which will still also happen). Some apps will be barred from even *asking* permission, much less accessing your location.
