In other words we screwed up and now we are backing out of the mobile arena.

Microsoft definitely dropped the ball, big time.

That said, because now "Windows Phone" is "Windows 10 Mobile", and Windows 10 Mobile IS Windows 10, Windows 10 Mobile will be supported and further developed for years to come. W10M is completely viable and completely competitive with iOS and Android, AT THE OS LEVEL.

If one needs or wants specific apps that are not available on the W10M platform, then of course W10M is a non-starter for them. But if one can find whatever apps they actually need on W10M, there is no reason not to use, or at least consider, W10M. Just in terms of pure OS capability, functionality, integration, ease-of-use and UI customizability right out of the box, W10M is still ahead of Android and iOS.
