i guess Costco forgot to tell you

Samsung Pay works at Costco ! i just used it again at a different costco, it works. used 3 times at costco already, works everytime !
i dont even carry my credit cards when i go out anymore, just my google wallet debit card as backup and cash if i have any .

Samsung Pay will work almost anywhere because it uses two transmission types. NFC and MST.
NFC Near Field Communication is what Apple Pay, Android Pay/Google Wallet and Samsung Pay all use based off the Mastercard PayPass or "Tap To Pay" method. A little radio frequency ID chip in the device, and the terminal both speak to each other. It's like Android Beam but for payments.
MST however is different, it uses an electromagnet in your device to send a low power signal to the magnet terminal for payment, emulating a credit card. It wont work on dip-in card readers, or bank ATMS (in fact no mobile payment works for cash-back), and you cant use a PIN for it, always select CREDIT.
