Most people cannot digest hundreds of pages of legalese regulations so we will likely rely on what someone else tells us it says, like every major bill in recent history. That makes zero sense. Delay or not will have no bearing on how they eventually handle this. I doubt a delay on the voting is not going to have a material difference on how "Stake Holders" deal with rules.
