Vaporware?
The one thing Apple used to be good at was announcing a product with a specific date for release.
These kinds of 'well, this will be released eventually, I promise' announcements are so....
Microsoft....
Apple is really going downhill, ain't it?
Apple did this recently with the Mac Pro as well announcing it ahead of it being released a few months later. This is a brand new product and they're still working on it clearly, they just gave us a ton of information on it and expectations.
There's a reason that the term 'vaporware' exists, it is actually very common for companies to announce products to be released 'eventually' which never come to fruition. So the fact that they are talking about it doesn't prove anything.
Blackberry arrived nearly 2 years late.
When Microsoft announced the Surface without giving a specific date, Apple fans bashed Microsoft relentlessly for not providing a specific date, so I think that turnaround is fair play.
(And uh, the original iPhone, the Mac Pro, and every OS release they've done comes to mind.)
Making an announcement 'we plan on making this one day but we don't know when' is just SO LAME.
Seriously, the reason why the term 'vaporware' exists is because companies tend to announce things that they have no intention of ever releasing simply to prevent people from buying a competitor's product.
'Let's announce this thing that we may never actually release because that will keep people from buying our competi...

And again, Apple's got a pretty damn solid track record. Not only that, they've got a full-fledged SDK and have demo apps and infrastructure pledges from pretty major companies (SPG, American Airlines, etc.) You seriously mean to tell me if 'never releasing' this was on the table Apple would risk this credibility?
Occams Razor - Apple announced this before it was ready to ship to build up developer and consumer enthusiasm for the new form factor (for Apple) , and for vital services that will make-or-break the device (like Pay) to become entrenched.
