The resolution is too high. You have to use a program like Photoshop to lower the resolution to 1024 x 768 or 800 x 600 or 640 x 480. The higher the setting the slower it will load and the more chances it has of corrupting the files, forcing you to restart the phone to recover.
Also note that the higher the resolution, the harder the for the phone to display the image since it doesn't have that ...
Re: Memory card format problems
When you say you format the phone by turning on and off the phone, is that all you did? Because you need to go to Menu->Phone Info->Storage Devices->Highlight TRANS-T-Flash (don't select, only highlight)->Menu button->Format. That's the only way to format the card, unless you have another device that uses it and can format. Or if, you have the SD adapter for the Transflash and put it in another device and format it from there. Hope this helps.
