AT&T is currently waiving the activation fees for bring your own device customers as a promo and rumor is it will become the policy, won't be long before AT&T no longer does 2 year contacts

The price has already been changed in carrier stores and third party retailers, Also Apple doesn't really control the subsidized price that much since RadioShack and Best Buy will usually start selling the new iPhones cheaper than anyone else after a few months, I got my 4S last Christmas at RadioShack for $150.

I'm confused if the network sucks where you live then how the hell are you going through 4.5-5 GB a month, the only way you're going through that much is if you're tethering or streaming video or audio all day, if you can tether and or stream audio or video all day and use it to go through 4.5 to 5 GB then the network in your area clearly does not suck, if it did there's no way you ...
