Firstly ATT didn't copy Tmobile. Data rollover was already planned prior to Data Stash by Tmob.
Secondly, the one bill cycle life was deliberate to avoid the pitfalls encountered and lessons learned in the rollover minute wars of the past.
Thirdly, ATT rollover data is shared, Tmobile data stash isn't.

I've watched the 'monopoly whiners' on this board for years.
How in the world can ATT's mobile service be called a monoply when Verizon has more subscribers that ATT?

The contract is related to the subsidized price the phone was sold for.
There is no 2 year limit on a feature or rate plan.
People who had/have unlimited data on ATT and or Verizon were allowed to keep it after their subsidized phone contract expired.

Spectrum use requires equipment.
The assumption that freed up spectrum would allow everyone to have unlimited data access doesn't account for real life costs of running and maintaining a network.
The assertion that if Verizon, ATT or any other major/minor carrier released spectrum they aren't using would allow some other carrier to supply service in that area is based on an assumption that some company would be willing to invest in the infrastructure to utilize that spectrum.

Whenever Metro PCS and carriers like them have to spend money to cover areas that aren't population dense then the comparison can be made.
Until then, comparison of regional population dense carriers who offer cheap service to national carriers who provide service in areas where they don't have a huge head count per sq mile is ridiculous.

I have no idea why tablets are being differentiated, but as for unlocking a phone, it would be illegal if you got a subsidised device and signed a contract.
If you paid full retail, it was probably unlocked when you purchased it if requested.

Get an iPhone5 for 199.99 on a Verison line, move the phone to an ATT line, you are still under contract to Verison and must pay the monthly bill as if the device was active on the line. Or, pay the early termination fee.

Any forced roaming agreement should be structured such that it is as profitable for the carrier as their contracted customers.
Forced roaming takes resources out of play for the people who are actually paying the higher amount to have a national service.

Those two have invested tons of money to create huge naitonwide networks to accomodate their contracted customers.
The have have ongoing costs to maintain those 'towers'.
Every tower has a lease agreement that is paid monthly to the property owner. Even if they do not hold the lease to the tower itself, they pay the lease holder monthly to use the tower ...

If you want or need national coverage, you should be investing in it by using one of the larger carriers and paying more.

Yes, one does suffer as an mvno.
The company you are purchasing your service from does not control the towers you are using.
The larger carriers all relegate the non-customer traffic on their towers to bottom tier.
Taking a look at some of the mvno coverage maps you will see areas where you are sorta guaranteed voice, you might get txt sv and data is out of the question, depending on their contract with the native footprint carrier.
