The reason US Cellular gets things slower is because we have a higher expectation for our phones. I don't know the exact mesures but if US Cellular tests phones there is only allowed a 3% error rate on a set amount of phones while companies like Verizon and/or Sprint is over 10%.

The reason the add says "of any national carrier" is because in a poll it was number one in customer satisfaction in the US over national companies like Verizon and AT&T

No there is no 3G Watchdog like app on the Windows phone but as long as you aren't downloading music/movies on your phone I wouldn't worry about it, 5Gb is a lot of data. Also, There is no app at the moment for listing all the running apps on the phone. As long as you just keep pushing the back button (instead of just the windows button) on the phone it will shut down the app.
