Re: Question about used phones
No US Cellular store will ever buy back a phone from a customer. If you purchased a used phone and have had recurring issues with the device, depending on the consultant you are working with they may offer you a certain amount toward a different used phone, just as one option. But they will not buy back phones.
Re: Subsidary
Reception is also going to vary by phone manufacturer and model, and will be impacted by the building itself. Some buildings just have really awful reception (i.e. steel, thick concrete, etc). Motorola is your best bet for reception if that's a concern.

To clarify slightly further - customers who have accounts that are at least six months old may bill phones and accessories to the account.

I work at one of three corporate stores in Cedar Rapids and we had 489 CAEs at our store on Friday alone. Our goal that day was 90. :)
Re: No answer to pure irresponsibility and negligence
Prepaid service and phones often tend to be more costly, and may not offer as many options to consumers. Besides - I'd say more often than not, people don't foresee overages. It's usually a fluke month. Or people "forget" that they don't have national plan when they're obviously out of their local calling footprint. Which, of course, has nothing to do with package overages, but the same principle applies.

Consistently satisfied customers are a much more valuable source of revenue for any company. And with my extensive customer service experience, believe me - people do NOT, I repeat DO NOT "pay up". The majority of people don't reason that they used it so they are in fact responsible for paying it. Sure, some people pay with little or no complaint. But unfortunately, those people are few and far between.
