It should say "Mass Storage". If it does, make sure you first connect the phone to the cable, then the cable to the computer. If you still don't get the New Hardware Wizard (as shown in the manual, page 35, and which you should cancel), then something is wrong.
Assuming this is some version of Windows, did you try rebooting before connecting the phone to the computer?
it did the firs ttime and i went thru it bc i didnt know i was supposed to cancel it
is there anyway i can redo it?
If that doesn't help, then try the following:
- Disconnect the cable from the PC
- open Control Panel -> System
- Click on the Hardware tab
- Click on the Device Manager button
- Find the Universal Serial Bus controllers node, and right click on it
- Select "Scan for hardware changes"

any help?
thequick135,
Were you able to get the usb cable to work? I'm having the same problem and I even downloaded all the LG drivers I could find. I have a v3i as well and the computer detects it as it should when it is connected. So, because of that, I'm sure it i...

the phone charges but the computer doesnt detect it as mass storage
If you just meant that the phone is detecting the connection, then the only other thing besides having a bad cable is the possibility that your Windows install is somehow broken. Have you tried it on different computers? If you don't have access to another computer, you may be able to get a live CD with Ubuntu of Knoppix on it, and check to see if the phone is recognized under Linux:
