However, when I use PHM Tools-Backup to try to backup the registry, I get "Error Unable to perform backup". I wanted to backup before modifying anything. Do you have this problem?

Some thoughts that come to mind:
- maybe it is trying to save to a write-protected directory/folder .. so try saving to a different directory/folder, maybe in "My Documents"
- maybe you need to unlock the phone first .. although that itself requires some registry mods .. and I know I did not need to since unlocking the phone was what I did immediately after backing up my registry the first time
- PHM Registry Editor itself is not perfect software .. mine has frozen up a couple times .. so reboot and try again
Probably your last suggestion is the key... unlock the phone. I downloaded the unlock tool "SDA Application Unlock.exe". Moved the exe to the phone's Program Files with ActiveSync Explorer and opened it on the phone. Got "SDA_ApplicationUnlock is not a valid Windows CE application"... so seems Security is blocking this too.... or is there another way to install/run the unlock app?...
