And if they have, should Nokia be working with Pantech in the first place?

The main reason Nokia is supposedly working with Pantech is for EVDO phones. Nokia doesn't have their own EVDO chipset, and they refuse to use Qualcomm chips themselves, so they've turned to other companies to make EVDO phones they can brand.

That doesn't really explain this phone, though... perhaps it's something of a "trial run" for Nokia/Pantech phones on Verizon, and if this one works out, they'll move on to EVDO phones as planned.

(I'm not counting the 6305i because that was only sold via limited indirect channels.)

Nokia is covering a variety of customers. This particular phone is in the 'good' category- basically for phone users who don't need the advanced features (EVDO/VCAST capability), and want a nice, sleek design. The 'better' category is the 6305, which has the extra features for the mid-range user (and is being sold at company owned locations in Circuit City). The 'best' category, for those customers that use a lot of features, will hopefully be out in the next month or so (hopefully, but I'm sure most of us know that approval dates change constantly).

Of course, but the point is that they have their own CDMA models that are non-EVDO, like the 2865, 2855, 6165, 6265, 6175, 2365, and 6275.

So the question is why did they turn to Pantech for the 6215, instead of just offering the 6165, for example?

Perhaps they can't or don't want to put the Verizon UI on their own phones... that's a definite possibility.

Maybe Verizon hasn't approved those specific models (yet) for whatever reason. Verizon is renowned for being picky, and who knows why certain models get approved and others don't. If it was up to Nokia on what phones Verizon would carry, they'd probably put their whole CDMA lineup in. 😉

My guess would be the same as yours, the whole Verizon UI issue. Since Nokia is pulling out of the manufacturing of CDMA handsets, it's probably more cost effective to start selling their ODM handsets, like the 6215, then to try to redesign the S40 handsets to a Verizon UI interface. Just a hunch. I like S40 UI better than the Verizon UI, so I'd rather see the models that you've mentioned also. But I'm sure Verizon sees it differently.

You know that it isn't just Circuit City that sold/sells the 6305i. Other indirect agents sell them too...such as Wireless Zone and stores of that nature.

When I tried this phone at the Pantech booth at CES:

...I actually thought it felt pretty good. It felt solid, and the keypad is excellent.

The specs aren't great, but that's just the kind of phone it is.
