That offer only applies to new activations. It's $50 more for an upgrade. But I only hope you don't have a problem with your phone, or need other help, because Wal-mart won't give you that help. I still chose to go to corporate for my upgrade, as I will get the phone for free after rebate, and I will get my headset & music kit for about the same price as I would have gotten from Wal-mart. Plus Wal-mart has very few accessories for Verizon phones.
