This is what the T-Mobiule web site has to say about setting up the 6103b with a Windows XP cowered laptop. Your carrier and device may differ.

Prerequisite

Nokia 6103b handset purchased from T-Mobile

PC with an available USB port

Nokia CA-42 Connectivity Adapter USB Cable with accompanied CD-Rom software installed on the PC.

User should be logged in as Administrator or have administrator privileges in the profile to modify system files.

Setting up the modem

On the PC, connect the Nokia CA-42 Connectivity Adapter USB Cable from the USB port to the bottom of the handset and ensure the handset is powered on.
A Found New Hardware Wizard window will display.
Tick to select Install the software automatically and click on Next.
If any Windows Logo testing windows appear, click on Continue Anyway.
Click on Finish to complete the installation.
Another Found New Hardware Wizard will display.
Repeat the previous steps until all of the drivers are installed and no more Found New Hardware Wizards are displayed.
Click on Start, Settings, Control Panel and double click on Phone and Modem Options.
Click on the Modems tab and click on Add...
Tick to select Don't detect my modem; I will choose it from a list and click on Next.
From the Manufacturer list select Standard Modem Types.
From the Models list select Standard 19200 bps Modem and click on Next.
To verify which COM port is associated with the Nokia CA-42 Connectivity Adapter USB Cable click on Start, Settings, Control Panel and then double click on the System icon. click on the Hardware tab and select the Device Manager button. click on the + sign next to Ports and make note of the COM port number associated with the Nokia CA-42 USB cable.
Return to the Add Hardware Wizard and select the COM port number associated with the Nokia CA-42 USB and click on Next.
Click on Finish to complete the installation.
Click on to select the Standard 19200 bps Modem and click on Properties.
Click on the Advanced tab and type AT+cgdcont=1," in the Extra initialization commands field. (***Note: If the account is provisioned for T-Mobile VPN, then type AT+cgdcont=1," instead.)
Click on OK twice to return to the Control Panel.


Setting up the connection

On the PC, click on Start, Settings, Control Panel and then double click on Network Connections.
Click on Create a new connection.
The New Connection Wizard window will display, click on Next to begin the setup.
Tick to select Connect to the Internet and click on Next.
Tick to select Set up my connection manually and click on Next.
Tick to select Connect using a dial-up modem and click on Next.
Check to select Standard 19200 bps Modem.
Ensure it is the only modem checked and click on Next.
Type T-Mobile GPRS for the ISP Name and click on Next.
Type *99# for the Phone number and click on Next.
Ensure the User name and Password fields are blank.
Check to select from the available options below and click on Next.
Click on Finish to complete the setup.


Making the connection

On the PC, return to the Network Connections folder and double click on the T-Mobile GPRS icon.
Ensure the User name and Password fields are blank and the Dial field reads *99#.
Click on Dial.
You will now be connected to the T-Mobile GPRS service.
