Sure can. When you copy music to your phone through ActiveSync, open the "EXPLORE" go to your memory stick, if you have one, and put the music into the MY DOCUMENTS folder, and when you select a contact it(the song) will show up as a ringtone.
As to custom wallpapers, just use pictures from your PICTURES AND VIDEOS and you can use pictures as a homescreen.

Yep you can. What I did was download AudioGizmo Ringtone from downloads.com and was able to transfer my mp3s into this program and choose clips of songs to use for my ringtones. Once you've chosen what you'd like to hear, you simply enter your mobile number and carrier info into the final response box which then forwards this newly created mp3 tone to your library to be used as your ringtone. It's fantastic!
