not sure what you mean by that. the children can call the numbers that are programmed into the phone and 911. Almost all cells phones these days have the option to restrict calls to those numbers in the phone book and 911.
so stricter controls than already present, nope.
The one thing with it i can think off is it does not restrict incoming calls. So kids could still run up there parent's phone bills just as easy.
This phone is designed to appeal to children and parents who have children. And it's marketed in the same manner.
