Hello, sorry for the noobie 🤠question. But I need a new phone badly. I want the V3i, but the phone isn't out yet under Cingular. My question is what is the process if I bought this phone? Do I bring it to a Cingular store an get a SIM card with all the settings etc??? What all would I lose by doing this? Does Cingular or other compaines frown upon this?

They will refuse to achknowledge your very existence and send you packing. Same thing on phone support. If you buy an unlocked phone, they will treat you like you're stealing revenue from them.

Well not exactly, I have had several unlocked phones with cingular. You can simply purchase service with cingular and get a SIM, just tell them youi already have a phone you want to use.
You may have to insert the settings for internet and mms messaaging, but that info is available online at cingular's website under phone and device support.
