I can buy this from one of the markets and bring it to another area which is not in the 16 correct? Or are they strict on which area code/billing address is registered with Cingular?

You can take any fone and use it anywhere we are just launching it in the markets that have UTMS because whats the point of having it if you dont get the CV (cingular video) Or UTMS service. Honestly cingular could care less what device you have.
