On an LG6100, and some of the other LG's and Samsungs via Verizon, you go to system, then security - enter your lock code (last 4 of your phone number unless you've changed it) and go to restrict. You choose to Restrict calls. On the LG, it shows "*Restricted*" across the main screen, and if you try to call a number not already programmed into the phonebook, it says phone is restricted. Note- it does not restrict txt messaging or inbound. Set the phonebook entries first. I set up my daughter's 6100 this way. She just scrolls through the contacts list and chooses which one to call. You don't have to add 911, it's an emergency number so the phone will call it regardless of restrictions. It's all in the manual. You can ask to see the manual on a phone before purchasing it, and confirm if it has this feature. I've checked a few of the Vcast phones and none of them have it.
