WiFi and billing questions

Does the 6515 (Cingular) have built in WiFi or do you need to buy an external card?

If I don't buy the "data package" and browes via WiFi, will Cingular count that type of browsing as KBs and charge me?

Is there a way to disable browsing through the Cingualar network?
