Motorola V635

Buyers beware a company called Cellz4less that sells on E-bay. This company sold me a motorola cell phone which they never delivered. It took me almost half a year to get through to a representative on the phone. Normally, when calling I received an answering machine with no option to leave a message. The company refused to work my dispute via e-mail, and stalled me with re-assurances until I was outside a formal claim window. Additionally, this company issued me a bogus Track & Confirm saying my product was shipped to me. Instead of shipping to me, the product had actually been shipped to their address in California. I am not sure if this was some way to create an illusion of delivery to Pay Pal or what.

If anybody knows a way I can resolve this issue let me know. It has not been a year yet since the original purchase, but I am outside the formal complaint window for Pay Pal or E-Bay. Thanks for any help offered.
