Samsung SCH-i730

Trying to find out info if this phone can be used to 'dial up' Earthlink, Aol, or other service providers to do quick (not speed) scan of email, etc. I know WiFi is enabled, but if I'm not near a hot spot, and dont want to spend the $50 a month on Verizon broadband, can I still use it for Dial up. I think I can do this connect to a computer (laptop), but can it browse, connect by itself ? 🙄
