Yes. There are a few options here, but let's start with the easier one. First, you're going to need to backup whatever pictures and video you don't want to lose on a storage card, then perform what's called a 'cold boot', or also known as a 'hard reset' by some people. That's where you press BOTH the top power button AND the reset hole using your stylus or paper clip at the SAME TIME for a couple seconds. When you see the Windows Mobile screen come up, release. It is going to then ask you to tap the screen to begin. You're going to have to reset all your settings, and I would have recommended an X-BACKUP (a program on the phone that saves EVERY setting and file in case of a crash, I do it once a month, you need a memory card to do it, highly recommended, especially if you ever see that 'tap screen to begin' screen again), but it might reinsert that voicemail warning, so starting over from the beginning is best. Once every program finishes loading (it will restart once automatically, then it will be finished), call you voicemail, and listen to any voicemails you have until they are clear. If there are none, call anyways. The trick is to let the phone communicate with your voicemail account. Let me know if that works, then we'll move on to the more complicated solutions if it doesn't. It's a very common issue with these phones, and usually what I just described resolves it.
