when you take a picture you know it makes a noise is there anyway that you can turn that off?????

no, but if you cover the ear piece, you can block the sound.

by law order the manufacturer need use that sound, it is because "you can't take pictures of another person unless permit", and that sound is the solution...

by law? i have a camera phone and it does not make any noise when taking a picture. is that just in your state?
