Looking at the specs what OS would this phone most likely have? Since it has a shared memory PIM would that mean it would need to be a Palm or MS phone?

No, it's Motorola's proprietary OS. It's very similar to the V600. In fact, this series of phones (starting with the A830 for Europe/Asia) is where that software platform first became available - before the V600, etc.
