Yes, it actually has been for a couple of weeks, but not as widespread as it should. There are many websites offering the phone with a plan or just the phone. If you are willing to shell out more than $500 than that is the lower end of the price budget on that phone. I have seen it for almost $800 on some places. Try ebay or amazon if you want a lower price. But I warn you to stay away from fraud sellers and be patient for the long awaited shipment. If you want, wait for the SE 710a (it's basically the same as the s700i but has EDGE and no radio).

Yes, but not from the carriers. Cingular will be selling the S710a very soon.

And keep in mind, just because the S710 has EDGE does not mean you will be able to make use of it. Cingular is the only US carrier which supports EDGE.
