I honestly don't know. However, if there's nothing on the phone you care to keep and/or you have everything backed up (including contacts and such) you might try going to the options menu and on the very bottom of the first tab there's a "Master Reset". When you click the right softkey while highlighting that, it pops up an info page about it that includes this: "Note that you may lose content that was in the phone at purchase."
It would be interesting to know if this Master Reset wipes the Cingular installed content or not but I can't test the theory... there's a couple of the Cingular things I want to hold on to for now. If you do try it out, let us know what happens... if it deletes everything from the memory... if it slaps the default SE content back in there... if it resets it back to the way it was from the store... etc.
