No ip address has been assigned to your phone. Check with your carrier . They may require that you add hotspot connectivity to your service to activate its use and assign an ip address. Ip is internet provider. So if your phone is acting as a connector to the internet, ie hotspot, it has to have an ip address for other devices to connect to your phones hotspot. Think of your phone as a business and in order to get customers , it has to have an address (electronic) for these customers to come to. The customers being other devices connecting to you. Hope this helps. Have a nice day.

Most of the time it's because you have the device it's connected to set on metered data connection that will enable the device to state its receiving limited data. Go into the device settings it's connected to and change the settings to un- metered.
