You seem to assume that every phone must be a high-end phone with maximum features. 
That's simply not the way it works. It's vital for each and every manufacturer to have a complete range of phones that cover the gamut when it comes to pricing.
The C650 does not compete with the T610. The C650 is much closer to competing with the T230/T237, and in that category it's a winner by far.
Among the competition, the C650 is actually most similar to the Siemens C65 and C66. They are both affordable entry-level camera phones.
If you want to compare Motorola to Sony Ericsson, compare the E398 to the K700i. I think you'll find that Motorola is quite competitive after all.
